How to Write a Problem Statement That Can Be Tested
A useful problem statement describes a measurable gap and its boundary while leaving room for competing explanations and solutions.
How to write a testable problem statement
State who or what is affected, the observed current condition, the expected condition, when and where the gap occurs, and the evidence used. Define what is inside and outside the investigation. Do not embed a preferred solution or an unverified cause. End with a measure that would show meaningful improvement.
State what is happening, what should happen, who is affected, and where the gap appears. Keep causes and preferred solutions out of the statement.
Key relationships
- The current state describes the observed condition now.
- The expected state defines the useful result or range.
- The problem gap measures the difference between those two states.
Start with the current and desired states
Use comparable measures. The current state might be that 18 percent of complete applications require manual rework within seven days. The desired state might be below 5 percent without increasing approval errors. Both states name the population, measure, and time window.
Avoid words such as poor, broken, inefficient, and user-friendly unless they are defined. They express concern but do not tell an investigator what to observe or a team what change counts as progress.
Add impact without exaggeration
Describe the consequence for people, time, cost, risk, quality, or opportunity using evidence you have. Separate measured impact from a plausible future risk. One can justify action while the other justifies monitoring or preventive work.
Do not inflate the case with every downstream concern. Name the material effects that influence priority and provide the source or calculation behind them.
Draw the investigation boundary
Specify the process start and end, relevant locations, channels, products, teams, and dates. Also list exclusions. A boundary does not claim that excluded areas are unimportant. It keeps the first investigation small enough to complete and makes later expansion deliberate.
Check the boundary against handoffs. Many gaps appear at the edge between two owners, so a scope that ends exactly at the organizational chart can hide the mechanism.
Remove causes and solutions from the statement
The phrase because staff need more training turns an explanation into a premise. The phrase we need a new system turns one intervention into the definition of success. Move both into separate hypothesis and option lists.
A neutral statement supports better disagreement. People can agree on the measured gap while testing different causes and comparing several interventions.
Set success and guardrail measures
Choose an outcome measure tied to the gap and leading measures that show whether the mechanism is changing. Add guardrails for side effects. Faster resolution is not an improvement if reopen rates or unresolved harm rise.
Set a review period and baseline source. A target without a baseline, measurement method, or date can be moved after the fact and cannot support learning.
Use a fillable statement pattern
Use this pattern as a check, not as mandatory prose: for the named population and boundary, the current measure is X during the stated period, compared with an expected level of Y. The gap creates the documented impact. We will consider improvement meaningful when the outcome reaches Z while the guardrail remains within its limit.
After filling it, remove any clause that explains why the gap exists or tells the team what to build. Put those items into hypothesis and option registers. The statement should remain valid even if the leading explanation is disproved.
Rewrite a complaint as a measurable gap
The sentence onboarding is confusing and we need new software combines an observation, an unverified cause, and a preferred intervention. A testable statement separates those parts so the investigation can survive if the first explanation is wrong.
Before and after
Before
Our onboarding is confusing, so we need a new platform.
After
Among new account holders who begin identity verification on mobile, the share completing within one session is below the agreed service target during the first seven days after signup. The investigation covers instructions, form interaction, verification handoffs, and support contact. Improvement means reaching the target without increasing verification errors or unresolved support cases.
The revised statement still needs a real baseline, target, period, and named evidence source before publication. It deliberately leaves the cause open. Confusing instructions, technical failure, document availability, and handoff delay can now be tested as separate hypotheses. A new platform remains one option rather than being treated as the definition of success.
Information the final statement must name
- The affected population and process boundary.
- The current measure, expected measure, and measurement method.
- The time period and material impact.
- One outcome measure and at least one side-effect guardrail.
Build the statement and choose the next method

If the defined problem is a harmful event with competing causes, follow it with the root cause analysis method.
